This is the hero costume contest held by the Ultimate Guardians (featuring Thundrax, Friendly Fire, Strobe and Angela Gabriel as judges) at the large fountain south-west of the Renaissance Centre. The winner of the Best Costume to "Chill" in was Masquerade.
